for this tutorial I used this pic and this coloring.

First of all, I recommend you to use the same pic and the same coloring I used, so it’ll be more simple for understand what to do.

step 1. apply the coloring to the photo

step 2. sharpen the background layer  

step 3. duplicate the background

step 4. go to filter > blur > gaussian blur… 

I have this settings, but you’re free to messing around with them

step 5. duplicate the layer where you’ve applied the blur filter (now my layer tab is similar to this)

step 6. switch the first blurred layer (the bottom one) to blending: normal and opacity: 14%

step 7. switch the second blurred layer (the top one) to blending: screen and opacity: 60%

step 8. save the pic in .png and you’ve done!

obviously the effect change with every photo that you use, so you’ve to messing around with the settings (like the opacity, etc…).
